| Abstract: | In the short-run, we should solve the problem of unemployment by increasing demand for labour force. Every city should cultivate new economic growth points according to its own conditions and make great efforts to develop service industry which can both create employment and raise residents' living standard, as well as housing, tourism and education. In the long-run, we should solve a problem strategically, that is, how to handle the contradiction between sci-tech progress and absorption of labour force in the developing countries with rich labour resources. We should allocate human resources according to the general law of competition in an industrial sector. |
