Abstract:At a pre-election briefing session for BBC journalists in April, none of us thought that healthcare would be a major issue in the election. We were surprised that a government which had promised so much and delivered relatively little on the ground could confidently centre its campaign on that issue. This paper reviews Labours record on the NHS since the 1997 general election. The record shows increased financial investment especially since 2002 coupled with a marked centralization of strategy and management which is proving counter- productive to further modernization.
