| Abstract: | Genuine integration of European Community environmental and energy policies still seems a fairly distant prospect, though the determinedly optimistic would say that some significant first steps have been taken. For the immediate future, however, environmental implications seem destined to be considered after formulation of energy policy, though in time to mitigate the worst impacts of specific energy developments. If environmental considerations are to be applied to policies rather than to their results, some fundamental changes will be necessary. An attempt must be made to define an environmentally sustainable energy policy. |
