Abstract: | This paper identifies bi-directional causal links btw. environmental innovation (hereafter as: env-inntn.) and toxic air pollution through estimation of a simultaneous panel data model. A panel of 127 manufacturing industries from 1989 to 2004 is studied. Policy stringency is measured through pollutant emissions and env-inntn. is measured using environmental patent counts. After accounting for the joint endogeneity, env-inntn. is found to be an important driver of reductions in U.S. toxic emissions. Conversely, it is found that tightened pollution targets induce env-inntn. However, the estimates indicate that the "environmental policy multiplier" is small. |
