Abstract:This paper aims to assess some elements of Bulgaria's relations with the IMF during the 1990s. Naturally, a full assessment of Bulgaria's relations with the IMF is beyond the scope of this paper. Hence, the authors focus mostly on issues related to the formulation and implementation of macroeconomic adjustment polices. The paper attempts a critical review of some aspects of these relations and seeks to draw certain lessons from this experience. The paper uses what could be called a case study approach, by reviewing the chronology of IMF-supported adjustment efforts. By analyzing and comparing their declared goals with the actual outcomes, the paper seeks to reveal the main causes of failures, as well as the key factors of success, in implementing such programs in Bulgaria during the difficult decade of economic transformation.
