Abstract:In October, 1989, the European Community adopted a plan to ease the flow American programming. The quota proposals were denounced as an attempt to exclude U.S. motion picture and TV program exporters from Europe. The dispute was part of an effort by European and U.S. forces to challenge the public service tradition that has formed European thinking about broadcasting.
