Abstract:The biggest struggle facing labor unions in Latvia is ensuring that laws affecting workers are observed. There are three key issues facing union members. Average wages are below the official substinence level. Financially strapped employers fail to pay wages due to their workers. Nonpayment of taxes has become a chronic disease. Labor's response to these problems has been to work through established channels, rather than to take concerns to the streets.
