Abstract:Throughout the Baltic countryside and in many a small town, unfinished hulks of buildings are evidence of a resurgence in new construction during the Soviet Union's political thaw of the late 1980s. The construction boom was cut short when the government began to run out of money. Many projects were being forced down by throats of local administrations by central government bureaucrats and really had no business being built given market conditions. If nothing else, these misbegotten projects at least guaranteed work for the construction trade.
