| Abstract: | Hanoi's Eighth Party Congress shows more of its ambivalence toward reform. Just when you thought capitalism was safe in Vietnam, out came the red flags, the Marx and Lenin portraits, the Ho Chi Minh busts. Last week Hanoi's streets bristled again with archaic symbols of socialism as the ruling Communist Party of Vietnam convened its Eighth National Congress. Worries over the fate of Vietnam's liberalization policy heightened in the first half of the year. Investors recoiled at official initiatives that seemed to confirm the waning of reformist zeal. |
