| Abstract: | The party leadership is locked in a battle over economic reform. When Vietnam's Communist Party talks, the country listens. Every five years, the cadres convene to set policy and choose the top leaders. The coming Eighth Congress is particularly crucial. Over the last year, the leadership has been locked in a power struggle, with conservatives pitted against reformers. At issue is the future direction and pace of change in Vietnam. Just who emerges on top after the Congress will determine the speed of economic liberalisation and extent of political opening that the Communist authorities will tolerate. |
