| Abstract: | On the face of it, the five-day inaugural World Trade Organization Ministerial Conference was proceeding without a hitch. On Dec. 9, 200 brand-new BMWs brought officials representing the WTO's 128 members and 28 observers to the entrance of the convention centre in downtown Singapore. Goh Chok Tong, the country's prime minister, came in a white Mercedes-Benz. In the following days, minister after minister took the podium to deliver remarkably similar speeches: first, thank Singapore for its hospitality and efficiency, then pay tribute to the WTO and its director-general, and finally spell out your stand on key trade issues. |
