Abstract:Planning the introduction of a major technology is fraught with problems: short-term productivity gains are typically overestimated, while startup costs are underestimated. Moreover, long-term benefits are notoriously difficult to measure even after implementation. The errors most often made in preadoption estimates are analyzed. Strategies are proposed for improvement. Evaluation criteria are identified. The problem of timing of evaluations is discussed. Suggestions on how to assign responsibility for evaluations are made. One of the most important of the proposed remedies is the establishment of rigorous postinstallation reviews.
