Abstract:A particularly important obstacle to success of trade reforms is discussed and illustrated: the lack of credibility that attempted reforms exhibit in the eyes of the key actors they are designed to stimulate - entrepreneurs, workers and farmers. It is shown that there are concrete measures that can be undertaken to enhance credibility. Signalling the government's commitment to reform can be easy when the ideological and economic preferences of the policy makers are beyond doubt. The government's second task is to diminish the likelihood that it will be tempted to abandon or reverse the reform by altering its future incentives to do so. Policy makers should attempt to devise mechanisms to enhance credibility.
