Abstract:In the United Kingdom (UK) National Health Service (NHS), a pay for performance scheme for primary care providers in 2004-2005 was introduced. The scheme rewarded providers for the proportion of eligible patients receiving appropriate treatment. Using rich provider level data, it is found that differences in reported disease rates btw. providers, and differences in exception rates both btw. and within providers, suggest gaming. Faced with ratio performance indicators, providers acted on denominators as well as numerators.
