Abstract:How does HRM (Human Resource Management) develop in scientific organizations and what risks and opportunities does that development entail? In an inquiry conducted in ten university faculties and (semi-)public research institutes, an attempt has been made to answer this question. Making use of Fombrun, Tichy and Devanna's (1984) descriptive model, the researchers took stock of the reasons why these scientific organizations put HRM on the policy agenda, how they fleshed it out, and in what way the implementation of HRM took place. It appears from the research that the cultural and structural characteristics of professional bureaucracy constitute an important obstacle to the development of HRM.
