| Abstract: | It is believed that, actively developing small cities and towns (SCTs) serves as an effective way to transfer rural surplus labor, the important support for the realization of rural industrialization and the objective demand of socialist market economy. Many problems were exposed during China's urbanization. The author points out that, China must adhere to the principles of urbanization, modernization and socialization to actively develop SCTs and accelerate the construction of SCTs with Chinese characteristics. China's expected to do the following: (1)transform and strengthen their function of planing, coordinating and serving; (2)establish strict examining and approving system connecting cultivated land occupation to enlarge the degree of cultivated land protection; (3)build efficient investment operation system of SCTs. |
