| Abstract: | A critical review of methods for evaluating research abd development is conducted, focusing on levels above the individual project or researcher. Methods are classified as peer review, interviews and questionnaire, qualitative methods, and case studies. Their methodological strength and weakness, the types of criteria applied in judging their values, and the uses to which the results of the evaluations are put, especially in policy-making are reviewed. Conclusions are drawn and directions of further investigations are proposed. |
