Abstract:If Central Europe is to develop a German-style Mittelstand, overnments need to stop worrying about encouraging business start-ups and start focusing on how to support innovators. Those who push for support of small- and medium-sized businesses (SMEs) see in them a panacea for the world's economic problems. SMEs, they argue, are the driving force of the growth, the main source of the job creation and the fount of business innovation. Set up schemes to encourage lots of people to go into business, the talking goes, and economies will bloom.
