Abstract: | Only those countries with pro-investment telecom policies will be able to more into the second stage of telecoms development. That means tough decisions for the ditherers. It's been a long haul , but the effort put into modernising telecoms networks and services in Central and Eastern Europe are beginning to pay off. True, the availability of basic telephone services -- not to mention the advanced services associated with the information age -- still lags behind West European norms. But the gap is closing. |
