| Abstract: | Pollution levels in Central Europe are still three times higher than in the West. But they are declining even where economies have started growing. Transition has been a boon for the environment in Central and Eastern Europe. When the engines of economic growth are also the main polluters, a drastic reduction in output can only bring relief. But the long-term question is whether restructuring can bring both economic recovery and falling pollution levels. Early indicators suggest it can. |
