Abstract:To all appearances, the Czeck Republic has been spared the high social and economic costs of reform. In reality, it has only put them off -- but the bills are coming due. Ask a Czech about his country's future, preferably over a beer , and the chances are that he'll hark back to a bygone age. He'll have you know that between the first and second world wars Czechoslovakia was the only democracy east of the River Rhine, that its industrialised economy was among the strongest in the world, and that the national average income was the same as in France.
