Abstract: | A stroll around any Russian city betrays the absence of a small-business class. Cars range from brand-new Mercedes to clapped-out Ladas and Volgas, with nothing in between. The solution, says the Russian Venture Capital Association, which met for the first time in St.Petersburg last month, is to nurture small-and medium-sized enterprises (SMEs) with venture capital. In an ideal world, they'd be right. But Russia doesn't measure up to any ideals. The country's SMEs are caught in the maelstrom of bandit capitalism, where business, crime and bungling officialdom interact to bedevil all but the largest and best-connected of firms. |
