Abstract:The IMF describes Romanian reform as a whirlwind. Romania has run out of time. If it does not open its market and restructure industry it will always be poor. Can it do it? After six years of gradualism, Romania finally seems to have recognized that, among transition countries, it is the rapid reformers that win out. So in the eight months since it was elected, the reform-minded coalition government has set to work, passing laws, wooing investors and liberalising markets.
