Abstract:The head of Gazprom has just been fired. The author of this paper asks the question, whether that heralds a new era of reform at the Russian gas giant. Gazprom epitomizes the problems of the Russian economy. It is highly untransparent, driven by politics rather than economics, unaccountable either the state or shareholders, and recently the center of fraud allegations. The government wants to squeeze higher taxes out of Gazprom - it has just doubled the duty on gas exports. The government has already made reform of state-owned utilities a centerpiece of the reform program, though the parts relating Gazprom are still vague. In the long run, the plan is to liberalize the gas industry - letting oil firms compete with Gazprom, for example.
