Abstract:Russian banks want to become respectable to save money. The Russian Banking Association began pestering President Vladimir Putin to do something about Russia's money laundering legislation. It wants Mr. Putin to ratify an international convention on money laundering and pass missing legislation - even though it will make sending money abroad even more difficult than it already is. The new laws could clarify the situation, and they could also take some of the pressure off Russia. It is important to remove Russia from the black list, but more important may be the general improvement in tax and legal regimes under Mr. Putin.
