Abstract: | In this article, the conditions for the emergence of a European (hereafter as: E-n.) mediated public sphere are tested by analyzing news coverage of E-n. governance and policy-making during the year 2000. The sample includes 11 daily newspapers from six EU member states. There are three distinguishable types of news: 1. E-n. news characterized by (henceforth as: char-by.) the shared meaning of E-n. events and issues (here as: e&i.) , 2. Europeanized news char-by. the secondary impact of E-n. e&i. on national news coverage, 3. national news on domestic e&i. char-by. evolving forms of European monitoring and rhetorics. Based on these three cases, the article argues that a E-n. public sphere has come into existence and that it has evolved through the mutual observation of institutional actors and their audiences with reference to e&i. of common relevance and through the parallel development of communicative styles and discourses. |
