Abstract:This paper addresses empirical research through the organizational efficiency of works councils and the institutional stability of the dual system of worker representation in Germany. The authors have singled out two areas that may be regarded, in the face of the new theories of the firm, as decisive for worker-management cooperation: employment security and skill formation. Protection against the risk of unemployment is part of the traditional, defensive role of labour representatives , but it also facilitates the sharing of information and the investment in specific human capital.
