Abstract:Every spring, as predictable as the letter to the Daily Telegraph announcing the year's first cuckoo, is the claim by British government ministers that Britain's film industry is about to take on the world. And although it is music to the ears, or celluloid to the eyes, of anyone involved with an industry that sees box office revenue of around 500 million pounds a year (British Film Institute figures), it isn't strictly true.
