| Abstract: | As at present China is at the stage where more and more metropolises shall appear, the law of cities' scale benefits is shill an important and objective one through the development of cities. Hence, the problem of scale benefits is explored through the contrastive study of social costs and gains, and also through empirical study. The scale benefits of a city should become a major foundation to work out the developmental policy of the city. It is concluded that "the city sickness" occurred in the urbanization can be alleviated and avoided. |
