Abstract:In 1998, China's average GDP per capita was near US$ 100 but the residents' consumption only 47.5%, a great obstacle to the implementation of the policy to expand the domestic demand. The existing pattern of moving the people in the countryside to small cities and towns through developing the industry is not helpful to the population concentrating in order to develop tertiary industry nor to narrowing the income gap between the urban and rural population. At the same time, the population movement of migrant type resulted from the household registration system is not beneficial to the peasants who enter the cities adopt the consumption mode in cities.
