Abstract:The problem of developing nations' indebtedness is analyzed. Some possible solutions are examined. Lending new money to ease the short-run cash shortage is clearly not enough of a solution. There needs to be some mechanisms that can allow nations to work down their debt other than repaying it at 100 cents on the dollar. Opinion is divided about the way that this should be accomplished. Several proposals are briefly reviewed (debt-equity swaps, buyback, exit bonds). There are important flaws in each of the proposed debt reduction schemes. New guarantees are needed. A more efficient system would eliminate the hassle of constant negotiations.
