| Abstract: | Governments at various level are the leaders as well as the objects of our reform. Though they are the motive force of reform, they may also turn to hinder reform, getting our reform given up halfway furthermore, if we deal with them improperly. We must preview the solemnity and seriousness of this problem very fully. Therefore, we must have a clear-cut stand that the governments must be bold to revolutionize themselves to set up socialist market economic system. The self-revolution of the governments involves much of liberalizing ideologies , renewing ideas, simplifying the administrative structure, weakening control, transforming functions, intensifying responsibilities, governing diligently and clearly, raising efficiency and so on. |
