Abstract:At present, state-owned enterprises are facing serious debt crisis, which, at the same time, has provided a best opportunity for their completing reform tasks. There're many reasons for their high liability and high harmful liability rates. But the major one is the practicing of the "policy of shifting allotment to loan". To reduce the two high liability rates, the only way is to carry out compensated transfer of part of state-owned assets. To do so, the key is to cultivate buyers and investors. Besides, the present state-owned enterprises should be classified and formed in a line. Among them, the transferable ones will be packed structurally. More guidance and implementation institutions for reorganizing state assets and liability should be established.
