| Abstract: | New reforms of state-owned enterprises involve 1. drastic reform of small state-owned enterprises of various kinds in each county; 2. drastic reform and regrouping of large and medium-sized enterprises, oriented to establishment of a modern enterprise system in large and medium-sized cities; 3 comprehensive and subsequent reform of the government by centering on the reform of state-owned enterprises with a view to changing governmental functions dramatically and improving effectiveness. |
