Abstract:For more than a decade, ethics officers have been "making the case" to business leaders and employees about the need for ethics and compliance programs. Support for these programs has come from academics and from the Federal Sentencing Commission, which passed the new Federal Sentencing Guidelines for Organizations in 1991. This study and article are based on the insights of ethics officers in leading organizations who are wrestling with the kinds of concerns described above. While certain sections address best practices, the article's primary aim is to explore next steps in developing effective ethics and compliance programs. In doing so, it seeks to raise questions, identify barriers, and, where appropriate, suggest alternatives to current practice.
