Abstract:The "paradox of voting" is a long-discussed issue in the public choice literature. If voting is a form of investment in electoral outcomes, why do people vote, given their infinitesimal effect on the electoral outcome? The present paper develops a new method of evaluating the relative importance of the consumption and investment motives in voting behaviour. This method utilizes an old, but somewhat neglected distinction between "alienation" and "indifference" as motives of voter abstention.
