Abstract:Portugal became the first Member State to assume the Council Presidency in the new millennium. It inherited a considerable and diverse agenda from preceding European Councils but managed not only to move a number of highly significant dossiers - including taxes on savings - but also to give its own imprint to the six months. Among the objectives already set out, not least during the Finnish Presidency, were those relating to security and defence policy, opening the accession negotiations with the 'Helsinki Six' while continuing those with the other candidates and formally opening Intergovernmental Conference, which was done on 14 February 2000.
