Abstract:Funding-level decisions for public services require estimates of the overall use and nonuse values of the service and a way to assess what contribution program elements make to these values. The authors study public broadcasting to determine whether choice experiments can be used to quantify the sources of value of a public service. The authors recently conducted a survey of manufacturing enterprises in Beijing in order to identify the major factors contributing to the termination of ongoing R&D projects and to help managers make better termination decisions. The authors concentrated on project termination in the development stage because of the considerable resources consumed in this stage. After examining the iterature and talking with R&D managers and experts, the authors were able to identify 41 relevant variables.
