Abstract:The nature of the relationship between the state (in this case the Scottish Higher Education funding Council) and the universities is examined in the context of increased institutional autonomy accompanied by pressures for greater accountability for use of public funds. In particular, the expectations of the State (the Funding Council) of lay members of governing bodies is considered, and the appropriateness of such expectations discussed. This leads into a consideration of the extent to which the state can continue to respect the autonomy of institutions and their governing bodies whilst at the time seeking to achieve greater accountability for value for money in the use of public funds.
