| Abstract: | Most of the real work at the annual meetings of ASEAN's foreign ministers is done during one-on-one encounters. Philippine Foreign Secretary Domingo Siazon confers with his Indonesian counterpart, Ali Alatas. Or the Malaysians sit down with the Thais. Later, the so-called dialogue partners fly in from the United States, Russia or Canada for more such meetings. When this year's conference opened in Brunei last week, no "bilateral" was so eagerly anticipated or closely watched as that between Chinese Foreign Minister Qian Qichen and U.S. Secretary of State Warren Christopher. |
