| Abstract: | A perfect system of strategic oil stockpile should be soon established, with the State stockpile linked with that of the enterprises. However, the State strategic oil stockpile should be non-operating. The State Administration of Material Supply Reserves should entrust part of the oil stockpile to the oil production or sales firms. A reserve structure with the crude oil combined with the finished oil should be established and some laws and regulations drafted in terms of reserve goals, structures and methods, the task of which should be accomplished in a couple of years. |
