Abstract: | In the U.S, the Highway Trust Fund (here as: HTF) was established to maintain and expand the national system of highways, financed by excise taxes on motor fuel. Since 1978 the Federal Government has subsidized ethanol (here as: eth.subs.) use through motor fuel tax relief, linking these two separate programmes. This paper analyzes data from 1980 to 1996 to estimate the extent to which the eth. subs. have had unintended feedback effects on the appropriations from the HTF. The results suggest among others that there have been significant and differential transfers of wealth across U.S. states due to the choice of policy instrument. |
