Abstract:Responses from a representative sample of leaders in 113 TQM organizations in the Northern Ireland region of the UK have been analysed with regard to attitudes and perceptions about TQM. All of the organizations claimed to be practising TQM but they had embarked upon the journey for different reasons often not connected with customers and sometimes not even associated with improving the performance of the organization. There also were differing levels of understanding of what TQM acutally is, and these differences were mirrored by the different benefits which small organizations anticipated would accrue from TQM implementation.
