| Abstract: | This paper surveys the Indian food policy with a special focus on the public distribution-cum-procurement system with a view to finding directions for reform as a part of the ongoing economic reform programme. The performance of the scheme is found to be far from satisfactory not only in the substantial amount of leakages, but in terms of cost effectiveness and its reach to the poor. The paper ends with suggestions for alternatives. The related literature is surveyed with a view to finding ways of reforming it especially when better alternatives are available. |
