Abstract: | Both Europe and The United States are experiencing major changes in their export control posture. Due to global shifts on the foreign policy front, export controls have moved from a strategic balance to a tactical balance approach. These shifts, however, have caused the emergence of important policy rifts between the European Union and the United States. The necessity for export controls continues to be substantial enough to warrant a realignment of national interests. Based on the example of German control legislation and practices, the authors suggest ways of harmonizing export controls across borders in order to encourage the emergence of a new multilateral export policy regime. |
