| Abstract: | The EU has recently signed Partnership and Cooperation Agreements with all of the republics comprising the Commonwealth of Independent States (CIS). The agreements with the European CIS countries (Belarus, Moldova, Russia, Ukraine) provide for an evaluation in 1998 of whether negotiations should commence to establish a free trade area between the EU and the respective CIS republic. The inclusion of an article explicitly mentioning the possibility of a free trade area reflects a compromise between the demand, at that time, fro preferential trade from Russia and the other European CIS countries, and EU member states, which were less interested in the idea. |
