Abstract:In the 1990s we may well see an emerging interface between environmental and trade policies. It is suggested that it may come more to the fore in the 1990s, and in ways which were little anticipated at the birth of environmental movement in the 60s and 70s. It is emphasized that our global trade institutions, especially the GATT, have evolved as if there were no environmental linkages to trade. Recent environmental arrangements seem to have little thought to implementation and enforcement, from a trade policy viewpoint, suggesting non-environmental instruments may be resorted to in order to achieve environmental objectives.
