| Abstract: | At present, banks self-management and government function are not change at all. To transform the functions of management of state-owned enterprise is long period, but transforming the functions of specialized banks needs go beyond. Now state-owned commercial bank vertical control is in contradiction with the Central's horizontal supervision. That specialized bank transforms from into commercial bank difficulty separates from policy finance. Pushing the finance into market is in contradiction with the practice that inclines to plan. |
