Abstract:In the past 10-20 years, new managerial models have been introduced in the Norwegian (henceforth as: N.) public sector. In N. hospitals, unitary management (here as: u-mgmt.) was introduced in Jan, 2001. The reform produced a struggle btw. doctors and nurses (as: dcs-and-nrs. ) accompanied by a strong public debate with the main point of the competence the manager should have. The conflict forms a background to explore basic attitudes towards leadership (as_ l-ship) and management (as: mgmt.) held by dcs-and-nrs. Furhermore, how many of the attitudes affect the actual reform implementation? The theoretical frame of reference is the distinction btw. administrative and professional mgmt. The study is methodologically based on an analysis of a longer newspaper discussion started after the introduction of the u-mgmt. model, and qualitative interviewing with unitary managers. It is found that dcs-and-nrs. emphasize different aspects within mgmt. However, there are also certain areas of agreement etc. (original in Norwegian)
