Abstract:India's 1996-97 budget has been described as a year-old wine in a new bottle. The youthful effervescence of Finance Minister Palaniappan Chidambaram , which held the promise of bold moves towards a more liberalised economy, subsided rather too soon in the face of political compromises by the 13-party centre left United Front government, of which he is a member. The official Common Minimum Propgramme of the coalition, which includes the CPI dictated there would be no wide opening of the economy.
